Assessment of the quality of the implementation of State programs to support and develop agricultural production and machinery

Abstract

To formulate the List of topics for research work carried out by universities under the jurisdiction of the Ministry of Agriculture of Russia, the Department of Scientific and Technological Policy and Education of the Ministry of Agriculture of the Russian Federation proposed the theme «Development of conditional coefficients and requirements standards for the methodology of using conditional conversion factors for tractors, grain harvesters and forage harvesters into reference units in determining the standards of their needs». The relevance and importance for the efficient conduct of agricultural production at the present stage and in the near future (for 15-20 years) were considered by the authors and other researchers in publications on the pages of the domestic and foreign press. To implement the theme «Development of conditional coefficients and requirements standards for the methodology of using conditional coefficients for the conversion of tractors, grain and forage harvesters into reference units when determining the requirements for their needs», the staff of the department «Service of transport and technological machinery and equipment in the agricultural sector» of the Ural State Agrarian University published several publications. This article is a logical continuation of research on this topic. Federal laws, state programs aimed at the development of agricultural production, federal laws governing the budgetary activities of the Russian Federation, and the Strategy for the development of agricultural machinery in Russia for the period up to 2030 are reviewed and analyzed. In the analysis, an assessment was made of the dynamics of the volume of state support implemented through State programs, the development of agricultural production and its material and technical base over the years. A review analysis of studies on this topic by domestic scientists was made, positive aspects and shortcomings were noted. Conclusions are drawn from this study.
