Improving the quality of life of Russian citizens, creating an environment comfortable for the life of the population is one of the key tasks of the state. The implementation of this task is possible due to the introduction of digital technologies in all areas of social and economic activity within the framework of the implementation of the concepts of “smart city” and “smart region” in Russia. This requires a significant amount of capital investment. Given the limited budget funding, there is a need for private investment, the attraction of which is possible on a public-private (municipal-private) partnership. One of the conditions for increasing the effectiveness of this mechanism is the development of new and development of existing approaches to the formation and management of public-private (municipal-private) partnerships and their corporate structures, which was the purpose of this study. In the framework of this study, using general scientific methods of cognition, we studied and systematized modern approaches to the formation and management of public-private (municipal-private) partnerships in the context of the implementation of the concept of “smart city”, “smart region”. The need for their refinement taking into account the specifics of the implementation of digital projects is revealed. In this regard, the following results were obtained: 1. Taking into account the latest changes in the legislation, a standard model for the implementation of projects for the creation of infrastructure facilities, including information technology facilities and technologically related property, was developed under the terms of an agreement on municipal-private partnership. 2. A new methodology has been developed for assessing the factors of interaction between partnership entities. 3. The technology of managing the transaction sector of private partners is proposed. 4. A comprehensive system of motivating staff of public-private partnerships to innovative activities was developed, taking into account the stages of the life cycle of the project for the creation of information objects. The studies performed and the results obtained can be useful to large integrated structures implementing digital public-private (municipal-private) partnership projects in order to increase the effectiveness of the activity management system.
